Scholarship is open to high school seniors and college freshmen, sophomores, and juniors who are U.S. citizens or permanent residents. Applicant must provide a three- to – five-point plan to educate freshmen legislators about the sources of U.S. population growth, as well as policy suggestions to slow, halt, and eventually reverse growth in order to preserve America.
